As mentioned previously, combat at sea should be more about range than tactical maneuvering. Including detailed tactical maneuvering quickly leads to an entirely different game (of which there are plenty of systems even within the D&D hobby, starting with Gygax’s Don’t Give up The Ship). However, basic positioning could be required, especially if integrating sea combat with aerial combat.
